Why Are We Not Dining In At Some Places

Now that I'm out and about alot more, hitting up grocery stores, department stores, restaurants, I've noticed something about some restaurants. Not all of them are open for dine in. What the heck? I tried to take my kids for pizza one day last week and discovered Pizza Hut was not open for us to eat there and I believe that goes for most of them. 

Chick fil A also is not open to dine in. What gives? I'm just curious to know why many restaurants are opening back up and proceeding with caution but some are not? Who has the inside scoop? Who works for either of these places or any other restaurant that is drive thru only for now that can give me some answers?
