Office Debate- No Name? Fair Game In Office Fridge!??

Office Debate-
Our office is having a debate about the break room FRIDGE! Recently a co-worker took something from the fridge that wasn't hers BUT it DID NOT have a name on it. And, we do have a non policy that it's FAIR game if there is no name on it. Half of our office took her side while the other say she's shouldn't have mess with stuff in the fridge that is not hers. LOL. What is your office POLICY when it comes to the break room fridge?
