Does Your Work Still Have A Cigarette Butt Ash Tray Thing?

Don't know the exact name for this but we have one at work. You would think that these things would have gone away years ago. Supposedly there isn't much smoking at work anymore like say 10 years ago.

But, peeps still take their smoking breaks and I guess head outside. Well, I just noticed that our ASH TRAY outside is pretty much a cemetery of cigarette butts.   I honestly don't think this thing has been changed  or emptied in at least 4 years, if that. LOL

Is there a baby diaper up in there?
